Special Issue with CDI to ISO OpenBOR for DS IDE

I have OpenBOR games.CDI with this file structure I want to play in DS IDE (ISO):

-DATA
-PAKS
-XTRAS
1ST_READ.BIN [Hex edited for IDE]
IP.BIN
DB.BIN [Does not have Hex code to edit]
AUTORUN.INF
DREAMBOR.EXE
FFA.001 [0bytes]

I Already made all hoembrew/OpenBOR steps I usually do to make a working ISO but it does not boot.

What else we have here to do?
